Problem Description: 
The Icons in the figure attached is already identified to be flipped , but 
they are not flipped at the build. I need them to be flipped.

The problem is occurring because the code that declares icons (or the paths of 
icons for contributions in plugin.xml) does not include the $nl$/ prefix for 
the path of the icon.

A defect against each offending component will be created in order to fix all 
the icons that are not currently being flipped.

Katrice, Tod, I will move this PR to Platform/UI since it seems to be the master
PR for all the individual onces.

The one for JDT/UI is 105254 and the one for Debug is 105255 (which contributes
the icons this PR complains about). 

Changed title to reflect this.

Now fixed, as all dependent bugs have been fixed.
