CVS always shows a directory because of past revisions. Thus the CVS
feature.

I am curious why it was needed? (I think I know, but best to
document such things, since removing something from a source
control system is normally rare, even discouraged).
Also, be sure your cvs client (hopefully Eclipse :) is set up to
"ignore empty directories on check out" so normally you'd never
see it, if empty.
And most important, be sure bin/ is in your .cvsignore file.
(Normally this is the "default behavior" but I know there's some
sequence of events that causes 'bin' to get in cvs, and then it is
hard to get rid of, and,
as I suspect you know, derived resources should rarely go in cvs).
