I'm pretty sure I agree.  So, for example,

ECF - Communications infrastructure project that supplies implementations of many standard and bespoke protocols and transports such as X, Y, Z

EclipseLink - Object persistance framework/toolkit/... <insert right domain words> enabling high-performance object storage and retrieval from standard databases. This includes implementations of standards A, B, C.

Equinox - OSGi-based Java modularity runtime that forms the basis of Eclipse-based systems and enables the composition of modules to form solutions. Equinox is the reference implementation for the OSGi framework standard.

Jetty - High-performance, modular and embeddable web server platform. The Jetty project implements the following standards, M, N, O.

RAP - Web UI technology enabling extremely rich browser-based UIs and single sourcing of rich client applications and rich internet applications.

The words/focus might not be right for each case but you get the idea. Someone coming to RT and wanting to see what's there, the can see, 

oh, ok, there's comms infrastructure, persistence, a basic runtime, kick ass app server, snazzy web ui stuff, ...  Awesome!  I gotta get me some of that...
