My mistake.

I mixed up "service release" with "bug fix release"

Whether or not new functionality can be added in Indigo SR1/SR2 is left
to the discretion of the planning council and the project leadership. In
the past this has been permitted.

A "bug fix release" in which the third-segment of the version is
increased does not require a review.

Any release that includes new functionality must undergo a review.

FWIW, I'm pretty sure that I'm not a member of the m2e-dev list. Can you
copy this message there, please?
