[eclipse-mirrors] Some mirrors are mis-configured with respect to "php j

There's a recurring issue we sometimes see with our Eclipse mirrors. 

And, we are seeing now with the following three:

mirrors.ibiblio.org 
www.gtlib.gatech.edu
mirror.cs.rit.edu

This issue is documented, with references, in bug 281179.

Briefly, some typical or default configurations, apparently, see ".php" in 
a file name and return it as "text/html" even though the full filename 
ends with .jar or .jar.pack.gz and should be returned as 
"application/x-gzip" or similar.  

This issue was originally described in bug 148879 and, apparently, 
needs the server to correct their configuration as described in 
http://httpd.apache.org/docs/2.2/mod/mod_mime.html#page-header

I should add, I am no server admin, know little about it, and am just 
trying to pass along the information and references I know about. 

If others know more, your comments in bug 281179, or to this list, would 
be most appreciated.
