Did you install the headless buckminster product? If you did, you should indeed have a buckminster.bat file at the root of the installation. If all you did was to install the buckminster features into your IDE using the update manager, you will not get that script. The script is bundled with the headless product, not with the features.

As you earlier mentioned, Buckminster.exe have been replaced by calling eclipse's starup.jar by passing the script for calling commands wrapped in defined extension points provided by buckminster ?
My usage scenario is building eclipse plugins headless.
