Run the tools to:
- make sure that javadoc is consistent on all platforms (this also checks for
API consistency)
- make sure that all files have the correct copyright and copyright dates at
the top

I ran the javadoc bash tool, but there were no javadoc changes to be made. Looks like javadoc content is already synced on all 3 platforms.
I'm verifying the javadoc text for the new APIs, will close this bug once it's completed.

The previous commits were on master (4.8).

Verified in I20170608-0530 that the Javadoc is up-to-date.
