+++ This bug was initially created as a clone of Bug #408895 +++

Run the tools to:
- make sure that javadoc is consistent on all platforms (this also checks for
API consistency)
- make sure that all files have the correct copyright and copyright dates at
the top

We're not doing the copyright bash this time, it'll only be the javadoc updates.
