Yes, I had a similar Dockerfile. I haven't considered the possibility of the browser's cache. Make sense as I was testing several images, including some with Kura 1.3.0

I'm basing my container in this one which works:

As you can see, they use an image from https://s3.amazonaws.com/kura_downloads/ 
I changed it to use an image downloaded from http://www.eclipse.org/downloads

More concretely, I'm using the raspberry-pi image for 2.0.2. 

I have not detected other errors, but I'm attaching the kura.log file, as well as the output from the ls and ss commands (console.txt)

What OS image are you using in the Docker container? Are you seeing any other error messages in the log files (/var/log/kura.log or /var/log/kura-console.log) before accessing the web page? Have you logged into the OSGi console and verified all bundles and services have started (‘ss’ and ‘ls’ commands)?
