Perhaps what you are driving at is that size shouldn't be the primary focus. Size consideration is the only thing unifying the image viewer use case with the faceted project framework use case. We can potentially decide to treat them separately. For instance, would Nexus make more sense if it was narrowed to cross-project code sharing use cases? These projects would have harder time finding home under Tools since they don't themselves deliver end-user functionality.

One alternative that I could see working is to use Technology as the incubator for all small projects. This is where we would put the effort of making it easier for small projects to get started. Once a project reaches maturity (if it makes it), it finds a home based on its purpose. End user tooling goes to Tools, frameworks go to Nexus, etc.

Wouldn't the image viewer be a good addition to the Tools project?

I guess many folks see Apache Commons as a dumping ground and are against creating a similar dumping ground at Eclipse. Since I believed the idea to be valid, regardless of the perceived or real flaws in its implementation at Apache, I thought it prudent to change the name to avoid negative associations. Since one of the primary goals was to facilitate code sharing and interaction between projects, I chose Nexus because it embodies that concept in a short term that is easy to say.
