There is a further requirement that we need to be able to recover and continue should a service become unavailable. In this case, a copy of the library should be stored somewhere in the Eclipse Foundation infrastructure (Orbit would, I believe, be ideal).

Do you mean the project in source form (e.g. Orbit) or just a local-to-EF p2 repository?

As we do now with Smack 3.3 bundles, we would likely include Smack 4 bundles in the ECF p2 repository, but I don't expect that we could contribute to place and maintain in Orbit.   If others are able/willing to maintain in Orbit then we would certainly use it, but we are not able to do the Orbit work ourselves.
