[rt-pmc] Stepping down from RT PMC

Now that I have stepped down from the project lead role on Virgo and Gemini Blueprint and won't be actively working on any Eclipse projects (other than to assist any replacements who step up), I think it's an appropriate time to step down from the RT PMC and the RT PMC co-lead role.

Thanks for everyone on the PMC who has helped us with Virgo in the past. I am hopeful that a new project lead will be found before the project needs archiving.

I've enjoyed our interactions and wish you all well for the future. Hopefully our paths will cross again.
