Yes, but the latest one doesn't have a static reference AFAIK, and it's really difficult to compute what would be the URL of the latest one in the pom.xml, and no-one wants to update the parent pom whenever a nightly is produced.
On the other side, populating a "latest" URL additionally to a versionned one seems much easier.
