[photran] managed make

may i perhaps put this question directly to jeff overbey?

a few days ago i asked about managed make under windows. it seems to me that
it works perfectly for executables but not for shared libraries.

is there any effort done to improve this? if not, we could try to fix it in
the source code (if available)
