I was under the impression that EPiC already did this. E.g., only the 
most recent vote from an IP address actually counted. If I give a 
plugin a 5 and then come back and give it a 10 a week later, only the 
10 vote is included in the total. If I vote for my own plugin 
multiple times from the same IP address, I am essentially wasting my 
time as only the last vote is counted.
