The web app should not allow multiple votes per-IP

FWIW, many users on a network can share the same external IP address, so this would be unfair to them. Tracking (on the backend) registered users vs. which plugins they have voted for seems to make sense.

IMHO, anonymous voting, not unlike anonymous comments, is a problem that can perhaps be solved by stuffing plugin id's a user has rated in a cookie on the browser. Not perfect, but better than an open system.

Speaking legalistically, there are no rules against this type of voting (at least that I know of) so there is no real punishable "offense", and it follows that there's no decision to make.
