Well rats. I guess that the EDP does say that only committers can
nominate new committers. FWIW, it's considered okay to have a PL who is
not a committer.
Looks like we have a bit of a chicken-and-egg problem here. I'll work
out what we have to do.

Mik should be able to nominate folks right now. The effect should be instant
for the first nominee, and the voting should be relatively quick for the
rest if we all remain responsive. Note that Mik will have to be explicitly
nominated despite already being the PL.
Is that change already active? Mik said he didn't see an option to
nominate and the portal does not list any project leads for mylyn:

On this note, should project leads generally also have committer
status? Looking at mylyn.versions [1] this is the case for me but on
the other I am not listed as a committer on mylyn.tasks [2].
