Re: [mylar-dev] dev build

I think it would make things more consistent (ui and architecture
wise). This may also help facilitate 'promotion' of local tasks to a
chosen repository. Ie. we could automatically push the comments made
on the local report to the repository report.

  I've been suggesting to use special repository for "local" tasks for
quite some time...
