That makes sense to me. In that case, I understand the note I sent previously can be interpreted as
approval by the PMC, unless someone has any concern.

Yes. So we should expect to see a note posted to the modeling-pmc mailing list by a project lead (PMC member) giving their approval whenever a new committer is added to any model project. That note will be interpreted as approval by the PMC (and if someone does have a concern, that's an opportunity to express it).

Yes, that makes good sense. And since every project lead is a PMC member (a pattern we probably want for the new projects as well), that means projects can handle the issue entirely within their domain.

I'm assuming nobody has an issue with this, so let's move to the any PMC
member is sufficient to consider Committer additions approved model.
