Technically, there is no such thing as
the MDT PMC.  There is only the Modeling PMC, so the MDT project lead
would need to send the note to the modeling-pmc mailing list when a component
is to add a new Committer.

So, there is a top-level project, its (sub-)projects, and their components.
 

This is my interpretation, anyway.  I’d better go re-read Bjorn’s
latest process blog entry ;)

The point I was trying to make earlier was that if a committer is voted
into a component of MDT, for example, I'd expect the approval to be announced
at the MDT PMC level (i.e. an email sent to the mdt.dev mailing list),
not necessarily at the Modeling PMC level... I would expect to need Modeling
PMC approval for addition of new components (and component owners) to MDT
but not for new committers for existing components... Or am I mistaken?

Rich,

Yes.  So we should expect to see a note posted to the modeling-pmc mailing list by a project lead (PMC member) giving their approval whenever a new committer is added to any model project.  That note will be interpreted as approval by the PMC (and if someone does have a concern, that's an opportunity to express it).

Yes, that makes good sense.  And since every project lead is a PMC member (a pattern we probably want for the new projects as well), that means projects can handle the issue entirely within their domain.
