Sorry for the delayed reply.

The plan looks for a the release flag (e.g. helios) to be set, the keyword 'plan' to be present (potentially among others), and the Status Whiteboard to contain specific strings (themes) in combination. I suspect it should be possible for you to put other text in the whiteboard field, should you wish to do so, without adversely affecting the plan.

Does the plan only use a set of known Whiteboard words if a helios/galileo flag is set, or is the entire entry used when a flag is set or ...?

Most other teams just prefix the bug subject with the topic/category, e.g. [library] ...,

This only works if the required keywords are defined by the Bugzilla admin.

I suppose another alternative would be to use the URL field in some clever way; for example, I've suggested the Papyrus team use this as a way of matching bugs with corresponding documentation on the wiki, although I don't know how robust the search support is for this field...
wiki correlation seems like a good usage for this. RE-using for bug tagging could conflict.

to use "library" as a keyword requires assistance from Bugzilla Admin. The general Bugzilla pages
suggest that the Status Whiteboard is for "us", but since it has a special contribution to the project
plan generation I'm worried that if we use it we mess up an undocumented Eclipse facility.

Kenn: can we use the Status Whiteboard for our team annotations?

Else we must change titles to [library] .... which doesn't work well for multi-area bugs.
