I don't see a problem with using the whiteboard field, as long as this doesn't conflict with the way it is being consumed by the plan. Most other teams just prefix the bug subject with the topic/category, e.g. [library] ..., or use keywords. I suppose another alternative would be to use the URL field in some clever way; for example, I've suggested the Papyrus team use this as a way of matching bugs with corresponding documentation on the wiki, although I don't know how robust the search support is for this field...

Assuming you can't, http://wiki.eclipse.org/Bug_Reporting_FAQ#What_is_the_Whiteboard suggests that
to use "library" as a keyword requires assistance from Bugzilla Admin. The general Bugzilla pages
suggest that the Status Whiteboard is for "us", but since it has a special contribution to the project
plan generation I'm worried that if we use it we mess up an undocumented Eclipse facility.

Kenn: can we use the Status Whiteboard for our team annotations?

Else we must change titles to [library] .... which doesn't work well for multi-area bugs.
