Agreed, mostly. The council has picked the name that appears in "Get Eclipse <Name>" so you could consider it one of its deliverables.

But yes, the general branding of the IDE is probably something for some other group, whichever one that would be. There really hasn't been much momentum towards consensus in the community there anyway so it's not likely to be resolved other than "Eclipse IDE". And that's probably what we should put there as you suggest.
