So what I take from this mail is that the RT PMC isn't really concerned
about the marketing implications of annual release or the project at a
whole moving too fast.
Their biggest concern seems to be limited to the stability of the
relatively small and well contained ECF filetransfer API. IMO this can
easily be address by keeping filetransfer on 3.x while other parts of
the project move to 4.x.

Guys, we can call the release "4.0" or whatever we want to call it.

However, the bundles should be versioned based on any API changes. This now easy with PDE API Tools.

For example, if nothing changes in org.eclipse.core.identity, its version shouldn't change. If a bug is fixed, its micro version should be incremented... new API... the major version... and so on.

Does this make sense?
