To conclude this thread, I have reviewed
all the commit data and drawn up a list of inactive e4 committers to remove.
  Note that these committer statistics refer to the code base that
still remains in the e4 repository. A large amount of code that used to
be in e4 has since moved to other projects such as Platform, Orion, etc.
In particular, none of the code shipped in Eclipse SDK 4.2 remains in the
e4 repository. So this list does not reflect lifetime contributions to
e4, but just contributions to the code that *remains* in e4 today. Having
said that, if the code has moved on, then the commit rights should move
on too. Thanks to all these past committers for their contributions! Here

I think we should consider a round of removing inactive committers in e4.
While they would always be welcome back if they had interest, there are
names in this list who have never contributed, or they work on projects
that have since moved out of e4 (e.g., Orion). Removing committers doesn't
require a committer vote but I thought I should bring it up here in case
there are comments or objections.
