Select 10 files in the navigator or package explorer, hit F3 to open them. 
Notice that all 10 editors are opened and activated.  This would be smoother and
faster if we only activated the last one, and just opened the others inactive.

I'd like to see this one fixed.  I think it should not be much work for a big
payoff.. thoughts?

The 'Package Explorer' case is covered by bug 178231 and the 'Navigator' case can be covered by this bug.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
