The is the runtime side support for bug 64808

In 64808, GLA rule editor is providing breakpoint support on parser rule
editing, where user will add/remove breakpoint(s) and editor will update the
adapter file for the breakpoint(s) and user can then run the testbed with GLA
stops at breakpoint and breakpoint attribute and its values are shown to user,
user can then continue the testbed and GLA pause on its next hit of breakpoint.

In a prelimimery discussion with Dave, a listener/notification is required for
communication between UI and GLA runtime. A special breakpoint-support parser
may also be required for testbed run. There will be no hot debug support, ie
user modfiy value on the run and continue with the new rules is not support.
