Steps to reproduce:
1. From the Window menu, choose Preferences.
2. Open Workbench and select Keys.
3. In the Command group box, select the Category of File.
4. Tab to the Assignments list view.
5. Arrow down and focus is lost.  The user cannot arrow back up to the first 
item.
