Provide a standalone utility to convert GLA rules from CBE 1.0.1 to CBE 2.x 
format. This utility will allow the user to migrate all their rules created 
under the CBE 1.0.1 template to the CBE 2.x template so the user can reuse them 
with the tooling which supports CBE 2.x template.

Resolved that the GLA will detect the CBE version of the rules/parser and then 
automatically run the utility to create the 2.x version without the user having 
to know or do anything.

Common Base Event 2.x is now OASIS standard WEF 1.0.

Moving this to future as it is no longer requried by IBM in TPTP 4.2
