Once the CommonBaseEvent 2.0 specification is ratified by Oasis we will need to 
provide support in the GLA runtime to produce events corresponding to this 
specification.

This feature will entail changing the CBEFormatter class to emit 2.x CBE's.  

This feature will also include support in GLA for running existing adapter 
files with CBE 1.0.1 rules.  There are two options for handling CBE 1.0.1 rules:

a) Use the code from the standalone rules conversion tool developed for feature 
78985 to convert the 1.0.1 rules to 2.x rules during the Parser.update() 
processing.
b) Have the CBEFormatter class convert the CBE 1.0.1 data from the Parser to 
CBE 2.x format.

CommonBaseEvent 2.x is not the OASIS standard WEF 1.0.

Moving this to future as it is not required by IBM in the 4.2 release.
