It would be nice to allow the user to configure themes on preference pages other
than the Fonts and Colors page. This would allow related preferences to be
grouped together on the same page, instead of forcing the user to goto the
colors and fonts page and other pages to configure related preferences.

I'm inclined to mark this as a dupe.  If the controls were available people would use them for this purpose.
