Is it necessary to have the "Synchronize" item in the main toolbar?  It seems 
like it should be removed or only visible when in the CVS perspectives.  The 
assumption is that this tool item is also only for CVS synchronizations it 
this true, if so it is doubly important that we allow downstream products to 
not have this by default.

It is not a CVS action but a Team action. This means that any team plug-in can
contribute a synchronization wizard to it. See comments in duplicate bug.
