Please make the Menu bar (File, Edit, etc) a "live" toolbar for moveability, and allow the row upon which this toolbar lives be a "live" toolbar row. Allow other toolbars (Run, etc.) to be placed on this row. Please see both IE and Mozilla FireFox for examples of this. This will increase the usable area within Eclipse and allow a power user "one row to rule them all" toolbar row layout. This would be especially useful if the Hide Perspective Bar enhancement is implemented (Bug 56625)

Sort of, there are various flavours of requests to be more flexible in the management of the upper part of the screen. This one is about opening up the 'menu' while some of the other referenced ones seem to want the be able to place the Perspective Switcher (the 'shortcut bar'?) into the main CoolBar. I'm going to mark this one for 3.4 as a placeholder for the work that I'll be doing in these areas. I've had a new trim layout mechanism in the works for quite a while now and this cycle I intend to get it in (it's in my PBC...;-). Part of this work will be to 'normalize' the handling between all the different trim elements and should provide the capability to mix/match at least the Perspective Switcher and 'Command' Toolbars. Mote that making the Menu bar behave this way will depend on whether or not it can be supported on all platforms... so no promises on that one.
