bug 2861 seems topically related but very different in intent.

Currently I can move the toolbars around onto one or more toolbar bars.  I can't
move the shortcut bar at all.  This means that I have a blank gray area on the
top right of my screen (all measurements with lots of salt) 5" wide by 1" tall
(the remains of the menu bar and the remains of the toolbar bar), and on the
left of .3" wide by 8" (the remains of the shortcut bar).

I'd like to be able to put the toolbars on the same horizontal line as the menu
bar, eliminating the top wasted area.  I'd also like to be able to move the
shortcut bar there as well.  Obviously, I'd also like a bar with nothing on it
to disappear, be closable, or something.

I have firebird set up this way, and it makes my life much easier being able to
see more content with fewer pixels devoted to filling out the rest of a line
with gray.

I know that this setup isn't for everyone (some people have huge screens, other
people like dead space to avoid info overload), but I think that a lot of people
would like the customizability that would be part of this.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
