	In VAME 1.0, I had to unpack the JARs and modify the XML and
	.properties files to do this.  I hope Eclipse will/has improved in this area.

This PR collects enhancement requests for user-customizable menus and toolbars.
Be sure to check out the dups (and dups of dups).
Note that there is no activity going on here at the present time.
However, other R3.0 plan items like bug 36968, bug 37929 and bug 37997, are 
helping to lay the foundation for enabling user customization of menus and 
toolbars.

What would be great is
- Allowing to create new toolbars & menus, add/remove
  actions to them (standard actions, show view action)
- Allowing to remove some actions from the menus/toolbars
- Allowing to share these menu/bars customization in an easy way
  (could be put in files, stored in source control,
  and automatically reloaded / updated when the corresponding
  team resource changes)
Needs to be done in a simple way so that all UI customizations
(I also think of preferences, which generally developpers in a team
may want to share, see #44192) behave the same.

It looks like someone has decided to make some changes to the menu mnemonics in
3.1.  It sure would be nice if I could change them back to the ones I've been
using for 3+ years.

I've opened a bug for the first one I saw "Run As".

Here are some related requests:

#1 There shall be the option to assign an icon to each menu entry. This icon shall be either pre-defined (and pre-assigned) or user definable (and user assigned).
 
#2 It shall be entirely user-selectable which icons will be displayed on the main icon bar. This selection shall be possible on icon-by-icon base, i.e. not only by enabling or disabling groups of icons (toolbars).
 
#3 The order of the icons in the iconbar shall be user-selectable. The ordering shall be possible on icon-by-icon base, i.e. not only by moving groups of icons (toolbars).
 
#4 It shall be possible to fully customize the menus. More specifically both the top-level menu structure (entries and their order), the type and order of the sub-entries within a top-level entry and the shortcut associated with each sub-entry shall be user-definable.
 
#5 It shall be possible to extend the pre-defined menus and their commands with user-defined commands. These commands will typically execute user scripts.
 
#6 It shall be possible to associate user-defined icons with user-defined scripts.
 
#7 It shall be possible to load and store the menu and icon configuration

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
