Steps to Reproduce with 4.14 build:
1. Create a file a.html
2. Open it with text editor
3. Open the Outline view
4. There is the new Kebab Menu icon but clicking on it nothing happens

With 4.13 build, I don't see the chevron menu icon for the same steps.


Menu icon should be visible only when applicable.

We just changed the icon. I doubt that this is causing this. 

Other views without menus behave correctly (see attached).

The first icon where pushed 10/14 can you try with e platform build before that date?

I could not see the problem with M1 build.

But now with Build id: I20191120-0600, I am not able to see the icon consistently.

I am trying to figure out the factor which can cause this change.
