The Eclipse online help for Oxygen, http://help.eclipse.org/oxygen/index.jsp , does not contain documentation. Missing
1. BIRT Programmer Reference
2. BIRT Charting Programmer Reference

This is also the case for Eclipse Neon.

The attached screenshot shows the online help for releases Mars, Neon and Oxygen.

Also saw this earlier bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=242724 .
Not sure if it is related to it.

In my opinion the references must be available from help.eclipse.org/<release>.

The BIRT project site also does not link to the BIRT API/references.
