birt.chart.doc.isv and birt.doc.isv are programmer's references. They should only be included in birt-report-framework-sdk, but not in birt-report-framework.

Please exclude *birt*doc.isv features and plugins in birt-report-framwork package.

The only reason I would disagree with this is that when using scripting within a report it is nice to have the docs.  Often it is a requirement to call the apis from script.
