Even after years of using the Java IDE, I'm still discovering new features. Now think about users that are not following the development of the IDE closely and that have installed a lot of plug-ins. It is almost impossible for them to find the tons of functionalities we offer. To help the user, I think it could be great to show a tips & tricks dialog on startup whose content would be driven by the plug-ins they have installed.
You will get many people saying "oh no, this is what I first turned of". But these comments shouldn't stop us from doing this. E.g. we can make sure that a user get's this popup only once per "user.home" by storing the preference in the user's .eclipse/.settings folder. Just saying this before anyone else says so... :-)
I know that this is an issue, and more generally anything that interrupts the user workflow is an issue. FYI, in the past I had proposed a notification center (https://wiki.eclipse.org/Google_Summer_of_Code_2014_Ideas#Notification_Center_for_Eclipse) where such things could be displayed and tucked away to read later. If we think this could be generally useful to users then I'm happy to open a FEEP request for that too.
Note that we already have Help > Tips and Tricks... We would just have to incorporate that into the Welcome page or some other workflow.

I doubt this is part of the new feature.
