I rarely look at the "Debug" view during debugging but if this view is not visible and has not the focus the debug keys (toolbar and shortcuts) are not available.

Currently the checks are dependent on debuggerActive status, it can be corrected after bug 390869 is implemented

This is a problem since day one and that's why we activate the Debug view automatically by default. Only when that preference is disabled this bug here surfaces.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
