This is a blanket bug to cover converting both Platform and JDT debug to use commands / handlers / ui.menus (extension point) and move away from the deprecated actionSets, etc.

If you do so, you need to make sure that the order of the menu items is not changed compared to 3.x.

I have been working on this as I need to make fixes to commands / actions, but this won't happen for 4.3. Moving to 4.4

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.

Would be still beneficial, but not trivial as the order of menus seems to change.
