For some reason I can't cut unless I hold down Ctrl+x for a really long time. 

cutting works fine in emacs mode, and Ctrl+x works correctly in all other apps. 

I have tried adding Ctrl+T and Ctrl+~ as alternate cut shortcuts but they have
the same effect. 

I have tried switching the insert mode to "smart insert", "overwrite", and
"insert" with no effect.

additionally cut doesn't work from the popup or edit menu. 

along with holding down ctrl+x for a really long time it will work eventually if
it hit ctrl +x normally enough times.. (5, 12, 36, whatever it feels like)
