unlock the toolbar, move the buttons sections around (left right).
when you switch active view in a perspective, the change you made are lost, they
all move to the left.

I see the same behavior on my Mandrake Linux 9.1 machine running the GTK version
of Eclipse.  The locked/unlocked state of the toolbars is irrelevant.  After
changing the active view, the last (rightmost) icon in each toolbar is always
covered by the next toolbar and if you drag any of these toolbars slightly to
the right, all toolbars to the right of the dragged toolbar correct themselves.

Jim it sounds like what you are talking about is the same as [Bug 37859].  On 
both the Mac and the Linux platforms the Coolbar is emulated and it appears to 
be acting differently than the Win platform Coolbar.

Fix released for Bug 37859 - [Coolbar] Incorrect initial toolbar layout.  This 
should get rid of chevrons appearing on non-Win platforms.
