build I20030115

- selected all my source projects and did a sync
- brought in all the changes
- did this again, after working around bug 29988, and it showed no further 
changes
- got a compile error in SystemSummaryDocumentProvider.java (under 
org.eclipse.ui.editors)
- the person responsible had released the fix for this file earlier, but it 
did not show up in the sync
- tried syncing on the file instead of the project
- this time it showed up
- canceled, and sync'ed on the project
- it shows up here too now

Have verified with the reporter taht this was probably caused by the state of 
the workspace which was the result of a bug that has since been fixed. We need 
to add this to the FAQ.

If I recall correctly the reporter was unable to reproduce this when someone 
else was watching :)

I've marked it 2.1 investigate.  Boris please test extensively around this 
area.  If we cannot reproduce the bug we will close it.

I realize I've mistaken this bug for a previous one reported by Nick.  However, 
the action is still the same:  Boris to investigate to see if we can achieve a 
reproduceable case.

The steps are somewhat blurry (see below), but I tried to repeatedly re-bring 
in new changes from the server (which I checked in from a command line), and 
it worked fine.  What catches my attention is the reference to "working around 
29988", which I think means an inconsistency caused by a previously fixed bug.
