build I20020315

- Chris released some new packages for the keybindings stuff, along with 
changes in existing packages which refer to the new packages
- did a sync on all our plugins
- got compile errors since the new packages were missing
- did another sync on the project in question (org.eclipse.ui.workbench), but 
it showed no changes
- checked the repository explorer, and it showed the new packages 
(org.eclipse.ui.workbench/Eclipse UI/org/eclipse/ui/internal/commands, and 
everything under it)
- tried creating the new commands folder locally and did a sync on it
- it only showed the new folder as an outgoing addition
- canceled the sync
- added the new folder under version control and sync'ed again
- this time it showed the incoming files for that folder, but not for any sub 
folders (the problem is recursive)

Have verified with the reporter taht this was probably caused by the state of 
the workspace which was the result of a bug that has since been fixed. We need 
to add this to the FAQ.

This was only problem in earlier 2.1 builds so it is probably not worth 
documenting
