build 2002-11-27, Win2K, J9

FileStatesPage contains hard-coded values for the defaults.
This class should get the defaults from Core.
This will perhaps require new API at Core level.
If so, please let us know what you would like.

I can do this as soon as the new Core constants are avialable by asking your 
preference store for the default values for these.

Likewise this can be done for the auto build preference (although that is 
currently consistent).
