Starting in up an empty fresh workbench activates the DebugUIPlugin. 
The culprit is the ExternalTools menu. It descends from the 
AbstractLaunchHistoryAction that is contributed by the debug ui.

One solution is to introduce a launch plugin that provides the common code for 
launching and running external tools (e.g. launch configs etc).

Marking as dup of workbench bug. DebugUIPlugin is still activated in new empty workspace to fill cascade menus.
