If a horizonal scroll bar is present the last line can not be made visible.

	To replicate

		Create two files (foo.txt and foo1.txt)
		Edit the files so there are interesting differences
		Compare the files
		Minimize the width of the text compare view enough to cause horizonal scroll bars to display
		
		Notice that you can not scroll to make the last line visible.

	TextViewer problem. See 1GIFYC7: SWT:ALL - TextViewer.setTopIndex doesn't take horizontal scrollbar into account

	Added workaround for 2.0 on 8/14/2001 until 1GIFYC7 is fixed.
