On the Ant Preference page, I set ANT_HOME to point to an Ant installation, and 
pressed OK. I then went back into the page, and pressed "Restore Defaults". The 
ANT_HOME preference was not cleared.

Please verify changes to AntPreferencePage and its sub tabs.

Logged bug 25704 as you really as you want to restore defaults per tab.
