The project participates in Babel, meaning it is registered and available for string translation, etc.

Buckminster doesn't build using the Eclipse releng. It builds using Buckminster and subsequently, we don't maintain releng map files. Instead we maintain CQUERY and RMAP files.

I mark this a won't fix until Babel can handle artifacts from other built systems then the releng builder, or at least has a process of joining that doesn't imply that we must maintain redundant map information.
